Solved A Required Privilege Is Not Held By the Client

User is a local admin, but that does not solve the issue.

Tried making a file from inside Notepad that was "Run as an Administrator" and that worked. So I am thinking that UAC is just not triggering like it should.

Assuming that UAC is the issue, I went into regedit and set:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System
To 0
Will let you know.

That worked, as much as it is a bad idea, disabling UAC got things working again.

Uninstalling Windows would've also worked.

When when logged in as a local admin - processes don't run with higher privileges. Did you try doing a run as for this process? While UAC was enabled?

When when logged in as a local admin - processes don't run with higher privileges. Did you try doing a run as for this process? While UAC was enabled?
"Run as" worked, but wasn't always called. It's not a universal option, that was apparently the problem.

You can right click the shortcut for the app and check the box to make it run that way.

huh? what app can you not right click and check the box to always run as admin?
