This is basically what I was going to say.
And if you want to expand your own skillset - you can setup a FreePBX and just manage it completely on your own.
I have a FreePBX system running from Vultr. Vultr costs me $5/m for the VPS (the virtual private server) that FreePBX is installed into. Use VOIP.MS or a few others mentioned here on ML for SIP trunks, etc...
Heck I'm sure @NTG or @JaredBusch could even be hired to help you set it up and learn it, then you take it over. Whatever you want.

Gotcha. Good point. I will plan to reach out. The lease to own option was a nice feature though from Jive. Otherwise I'm seeing the handsets at around a $10K capital expense.

Disclosure: Business VoIP Broker
We sell Jive (as well as 100+ of their major competitors), and with 100 stations and only 30 call paths, I probably wouldn't recommend Jive.
Jive (like RC and many others), charges $20+/user and includes a call path with every user. This is obviously overkill for your company.
Instead, I'd suggest looking at providers who cater to larger companies, and therefore, price call paths separately than users. For instance, several of these providers are approx. $5-$10/user and $20/call path. That pricing would probably reduce your company's cost by more than 25%.
These providers also have feature/functionality that better-caters to larger companies, such as the ability to create user templates, hybrid capabilities (allowing you to install 1 site at a time, yet still have all phone systems integrated, etc.).
I'm happy to give you some recommendations but just need more information on your company's requirements, since each provider has their own niche.

Is paying for call paths still a thing? I'm pretty sure VOIP.ms doesn't charge for call paths. They do have a default limit, but you just email them and they up it.

I found that what was offered by Jive wasn't worth the cost for the business for whom I worked. I went with FreePBX hosted in Vultr.

There are also benefits to post-paid services in reduction of overhead. Less to know, fixed opex, etc.
It is never about just the lowest cost per minute.
If it was, your office would have switched.

It is still a thing, but lots of vendors don't use that process as it generally makes sense for no one. But lots of customers demand that process and will pay through the nose for it, so loads of vendors make it an option.

It's 30+ now (NTG runs that system now), but with hundreds of extensions set up. Like 400. Mostly just for voicemail, though. Most don't have phones on them.
