I don't believe so. And these, you'd expect, someone to work around that by showing that they are SBCs, rather than telephony components.

Mexico uses $ but it's normally in peso.

Peso is about 20 to the dollar, you aren't likely to confuse them. Phones are like $4,000 in peso, or $150 in USD.

Yes you can, and I don't know. But I put out a request for quote from our dealing a few hours ago. So we will find out.

Which model?
Most imported things in Mexico will pay 16% VAT (IVA), it doesn't matter if it is imported by a large distributor or an individual. Add the customs agency fees and that 45% start feeling smaller.And that is for countries that have a Free Trade agreement with Mexico; otherwise the government will have another slice of the cake.

Amazon.com has them at ~170 USD and https://enlaza.mx has it at 119.48 USD Tax included in Mexico (but I don't know the company) -

Usually in Latin American countries such as my own the price to import the phones makes the phones price much higher, same happens to any other electronic. In the DR customs is pretty tight and they look to tax everything.
