Ive got that software installed on shipping pc here. It works, I think it is on 1803 now but i would have to check to make sure.

Oh, you're on 1803. I have not done an install of UPS WS 2018 on 1803. I am guessing it is specific to 1803.

Looks like Worldship might not be working with Windows 10 without manual intervention.
Definitely not true. I have 5 places running it. All Windows 10 1709 or 1803.

That's my guess.
Have not done a new install though. All were upgraded.

I have not done an install from scratch on 1803 but mine are in 3 places with Windows 10 1703 and 1709.

UPS managed to do a fresh install and got it working.

Yeah, over and over. They did a full uninstall, rather than just following the instructions to install over the top. But I suspect they changed something else, too.

Seems fine for our customer. Reinstalling may or may not be easy, no idea.
