Some of our clients require that we use IE to access their billing system where we submit our invoices to them.

Websites like U.S. Department of Veterans Affairs still requires Internet Explorer 11.

From what I can tell, the main "thing" here is the fact that it's a dongle, and not a larger box that sits on a shelf.
