Why don't you just book an AirBnB. You can get some cheap places.
There are a number of groups that rent out AirBnB spaces with lots of beds to share. The one year I attended, I was in a shared space with 8 people. Split between us, it was less than $300 for the entire time.

It you are worried about the $20 difference between the Embassy and the Courtyard, the Embassy is still walkable.
The shuttles are worthless during rush hour. you spend forever sitting on them.
I could walk to the Embassy faster than the shuttle could get there (and did 2 years in a row).
The Holiday Inn is just stupid far away.
