Why do you want a dedicated server? I'm not familiar with the colocation vs. rented server economic dynamics in Italy, but at least in the US you'd almost always buy a server and take it to colocation. It's generally far cheaper than renting a full server even after just a year or so.
If you are renting, normally you want partial servers and OVH is good and EU based. But I use Vultr in the EU and very happy with them.

I like Vultr a lot. Do you really need this much power for your needs? You only mentioned doing downloading. Why a dedicated server for downloading?
