Use PDQ Deploy, no .msi needed. It will push installs via .exe files and you can add any command switches you need.
Or Salt, or Ansible, or GPO...

Nope, Microsoft's own site said that MS doesn't provide any tool for this.

MS used to have a tool called Orca that could be used for this task. Pretty sure it is long since retired with no replacement though.
