              I do not know of any mail system that lets you set attachment limit sizes per user.

              Looks like you can sort of do this with Office 365. I would hate to manage it, but you can.

              You can control total message size per user. So not directly attachments, but same difference.

                This is a problem for HR or management. Do not solve it with weird technology settings.

                  The only thing It would seem appropriate is to block extensiona from being sent instead of attachments size, anyone would try to send it any other way if it is not enforced by policies. You can also have a service that sends the larger documents through a larger External system.

                    Like NextCloud. Both have integrations with the other.
