Since when does a SENIOR programmer make $80 on a 1099? This is NOT what senior developers earn, especially not on a short term 90 day project.

AS/400? Is this 1995? No company with an AS/400 today or who thinks what they have is an AS/400 or think that AS/400 is a development target (that's the hardware, they didn't mention the software and anything from this century has OS options in this range so this means nothing even in the slang context) can afford to pay even a junior developer.

WHy do they want a mainframe programmer to do this work instead of an AS/400 person? How did mainframes get mentioned?

This can't make any sense as a requirement.
So Peoplesoft 8.5 isn't good enough?
