              Same as with anything. Don't think of a PBX as special. How do you get a normal phone line?

                There is no modulation. This is TCP/IP just like a website. Don't think of VoIP as a special case. It's not.

                            It's possible that Vultr is only having issues with some carriers. But the same PBX can be moved to RS with the same line and works instantly.

                                  Specifically regarding the one you use (VoicePulse 4 channel unlimited inbound for $11), it has not been purchasable for over a year, likely 2 now. So stop recommending it.

                                      We get heavy load I'm told so that the cost is actually very good because of the continuous incoming calls.
