Still slow regardless of that though.
It's a lot faster to fresh install 1809. And by faster, I mean like 99% faster lol.

If you have 1809 iso available you can mount and then upgrade from it.

Newest site of mine that is going in ( which just happens to be up the street from my house

This is a VM with a small vDisk just for a few Windows things I have not worked into a better Fedora solution yet.
A little quick clean up of the downloads folder and all good.
