      Oh-kay . Yes - you are right... and yet you are (slightly) wrong.

      In this case, while Libre Office is ''content flow'' as opposed to ''page based'' The project is page based - something I was doing, but didn't know exactly how to explain.

      From your question, your document is "page-based". Go to the logical consequence of your choice and store your "pages" as independent documents. To guarantee a common look-and-feel, I'd recommend to design them from a common template.

      Then, you create your "synthesis" document (the one meant for printing) as a master document which references all your "page" documents. Read the LO User's guide if you aren't familiar with the concept.

      In the master document, the included "pages" can be reordered from the Navigator panel (F5) with "up" and "down" buttons after selecting the "page" you want to move. In essence, it is equivalent to @RGB-es copy-and-paste solution without the risk of incorrectly selecting page content or overwriting other text.

      This is basically what I had done in Word...

      The issue is flexibility. Using third party libraries, you can integrate with Excel or with anything else. Using the Office libraries, every user, in ever system, is bound by the limitations of the most problematic. It makes deployments more costly, and more complex.

      That's true, it's the kind of self perpetuating lock-in that has served Microsoft so well. People use Excel, and they ask for saving to Excel spreadsheet, so we create the integration specially to allow Excel and not include ODF, then we help keep the industry locked into using Excel because that's all we support unless you want to just save to CSV.

      As for the cost and complexity of deployments... that could be true, except that the installation of our main software is already so complex and costly that dealing with potentially installing this library is the easiest part. I think we probably only have one other developer who would be able to figure out how to install it. I've never heard of any client's IT that have been able to figure out how to install it (just calls from those who have tried), client services has to do literally every install.

      Have you done this? The link that includes admin seems like it would try to access the admin portion, not the specific user's quarantine. If this works as I need, I wonder if there is a policy to set this up, or if it would be a manual, one-by-one endeavor.

      I have not but I can test.

      Running a full Windows VM is an option. I've wondered if there is something the equivalent of Parallels, where it exposes guest applications to the host OS, for Linux.

      there are 2 options: wine or full vm with windows licence. according to the hypervisor your use there is a mock up to add win apps to the linux menu when the VM is running in background.

      in my experience wine is basically broken. anyway you can have a look at the compatibility list

      here where the installer of MS works or not
      if apps work has to be searched through the DB

      If it is purely the sync option, I believe you can simply remove it. Since it is a sync, everything will be left as it is now.
