Ok, got it fixed. I was treating the allocation like I would in Hyper-V, KVM is slightly different. https://superuser.com/questions/1166955/memory-allocation-never-change-for-my-virtual-machine
Setting the Current & Max allocation to the same amounts, 8 or 16, fixed things up.
