I found a solution to this, by manually enabling the functionality.
It sucks, but it works.

Makes sense. I'll continue using the method of inbound routes.
I think I understand the basic process of the scammer.
They call us toll-free. During that toll-free call, they use the compromised extension to make a long-distance call.

I always do. Because then I can mark the route as such.
@JaredBusch I see that now. I'm not making plans to make any kind of changes with Asterisk's behavior. I was simply geeking out on the questions of why and how. 🙂
