Maybe when she is 16 we can go there. At 5, her phone calls aren't many.
Maybe she isn't making calls because no one has given her a phone yet! Cause and effect.

That makes sense. And it would not be a bad thing for safety reasons - train the girls who to call if you or Dominica were hurt and could not get to the phone.

Technically she already had an iphone...it just doesn't have service.

It does for emergencies. Even without having service or being attached to a cell phone service (sim card) a cellphone should always call 911 (at least they do in NYS).

Both of my daughters have an iPhone 5 with no SIM.
They have contacts for mom, dad, grandparents and one friend in Japan. They know how to make FaceTime calls.

My kids have their own iPads which are basically just big iPhones with no SIMs.
