IIS Welcome Page Not Displaying

I am troubleshooting an issue with a website hosted from a 2008 R2 Server. This website is in a test environment and is supposed to be as similar to the live site as possible.
When I go to the website URL, the page loads and I can access a few links but not much else. Our Vendor has been troubleshooting this issue for weeks to no avail. We did find something interesting though. On production when you type http://localhost/ you the get the IIS7 welcome screen, but when you do it on the test server you get just a blank page..
Any ideas?
I feel like this may be what is causing the issue. I would like to avoid resintalling IIS if possible because I have certificates installed and quite a bit of configuration into the site.

Sounds like maybe you have the site set up to be reached using host headers but did not make it the default site so when any link relies on using the default, it fails?

I want to add that the styling of the webpage looks different compared to production. It should be identical since we copied the files from production

The "default" issue can cause that. I have seen it before.

Here is a screenshot of IIS . It is setup identical to production. We are using default Web Site and have applications setup with it.

So you are saying change the name from Default Website to something different?

Ok the IIS Welcome Page is now displaying. Enabling Static Content resolved that issue

No, keep it that. Just make sure that the default goes to the site in question.

Enabling Static Content fixed all the styling issues too. It looks like everything is working now
