ESXi 6.7 Troubleshooting

As some of you might know, I'm relatively new at Virtualization. With that being said I've just built a VM in the following environment:
- ESXi 6.7 Update 3
- Dell PowerEdge R840 with 8CPU & Xeon Gold 5122 processor
- 64-bit Windows Server 2016 w/GUI (Desktop Experience)
I'm having all kinds of issues.
Accessing network drives is working fine, but right clicking any file locks the VM up. Trying to open any files prompts me that "This app can't run on your PC" as if to say it's not 64-bit. Trying to copy said files to the desktop of the VM via RDP results in extremely long transfer times which mostly fail.
Allocations as follows:
- 2 Cores
- 30GB RAM
- 3TB HDD
I know this isn't a lot of information to go off of, as I've omitted many variables, but I honestly don't know what's even relevant.
Where would you start to troubleshoot this? I'm very close to deleting the VM and trying again in assumption that the install was bust.

What's the VM version of guest? Is hardware virtualization enabled in guest CPU? What's SCSI controller and network type? You should have VMware paravirtual and VMXNET 3. And obvious, are VMware tools installed in guest? Ideally I'd like to see screenshot of assigned hardware configuration of that guest.

Did you install the guest drivers into the VM?

LSI Logic SAS - VM Network, E1000e, Auto Mac which has been reserverd via DHCP

I do.
Ideally I'd like to see screenshot of assigned hardware configuration of that guest.

I changed this to what you recommended but no change.
SCSI controller change is not that simple, it will most likely cause BSOD if not done properly. But if you did that successfully and still have the issues, it's possible that guest installation is damaged. I would setup another VM, but this time select proper hardware and various options, such as said hardware virtualization before actually installing guest OS.

Both are paravirtualized, giving you best berformance. LSI SAS and e1000 are generic devices, kind of a fallback, like vga mode for video card when no drivers are installed.

I only get these. Does that mean perhaps the installer for ESXi for Host was out of date? My boss installed it and I can't be sure it was the right one.

Pick the last one, 6.7 U2. It shouldn't matter much, but I've seen weirder things happen.

Did you use the Dell ESXI Image?
Did you update all drivers, along with NIC drivers on the host?On
there is a post about 6.7 U3 running crappy on Dell's. I don't know if there was a resolution on that or not. (Based on no definite answer, I have a new R440, Single 4210 CPU, RAID 1 SSD's and 128GB RAM with 6.7U2 with no issues)If none of @marcinozga fixes work, you may just want to start from scratch, update all drivers, use Dell OEM Esxi 6.7U2, create a generic W2016 VM with 2 CPU's, 12 GB RAM and 100 GB drive for the OS (we can add drives later).
Use VMXNET NIC adapter instead of E1000e. It will only add the NIC after you install guest tools.
That should fly (depending on the HD's you have installed) when all done.
If that all works fine, then you can try again with 6.7 U3.

@pmoncho Thank you. The only thing I haven't tried that you listed yet is the Dell ESXi 6.7 U2 version part. Trying that now.

Give it a shot. It doesn't take that long to install and/or upgrade.
Also, where are you installing ESXI? On HD, USB or SD card?
