They probably are the norm, but they make it hard to move people to LANless setups in many cases, if for no other reason than possible major performance differences.
If you don’t have shares now, I wouldn’t deploy them if at all possible, instead doing something like NextCloud or DropBox or Google Drive, etc.
-
I haven’t done shares in a new setup in years.
I am moving legacy deployments off shares as fast as I can (aka glacial)

What services do your new setups tend to use?

What's the deciding factor when choosing between Nextcloud or ODfB?

Environment and Business needs.
Example: When ODfB is already available as part of something they have, that drastically lowers the cost because of native integrations and such. -
Sadly, I don't think the LANless option is going to for the specified owner/funders dictated requirements - No Cloud.
That pretty much drops optoins like ODfB, NC and others.... and no, there isn't a 'good reason' other than security.

'No Cloud' wouldn't make an on site install of NextCloud a no-go, would it?

I suppose you could deploy Nextcloud on your LAN and just call it a file server.
-
Network share doesn't mean it has to be on prem. It could be anywhere.
So there are two questions to answer
- on-prem or somewhere else
- smb or something else

NTG did just that for one out our NY clients, it was accessible via the internet though.
I suppose it is one option...
Of course in IT, ones infrastructure needs to be flexible and adaptable. Can go with shares to start, And move..
-
Teams (as a layer on top of Sharepoint) is also replacing shares in some environments, but that definitely does not meet the 'no cloud' requirement.
-
Dealing with this now as well. Don't forget bandwidth when everything is offsite. A lot of folks I deal with cannot get a decent amount of bandwidth or at a reasonable price. Some people refuse to work with files in a browser. So many variables.

Does NC allow exposure of their "file shares" as smb? If you have users that can't / don't want to use a browser-based access they can always mount it in windows explorer via webdav. Alfresco allows (allowed?) access via both, but the last time I played with it the performance was meh, which I attributed to it being built on java...

You can mount NextCloud into a drive letter or folder using WebDav.

other than it's name, NC isn't cloud... so no reason it has to be off the table.
OK I'm late to the party.

The question does become the aforementioned performance issue (if there is one).
I wonder how file locks are handled when using WebDav?

Don't know. I've only used it a little bit (and just for me), and it's never given me any trouble.

There are a few topics elsewhere here where file locking and cloud hosting were discussed. You do have to give up what we have all come to appreciate in file locking. Here is a response in one of those other topics I spoke about:
@scottalanmiller said in file sharing in the 21st century:
@Donahue said in file sharing in the 21st century:
I am aware of that. It's online locking that I am after. Though, I will concede that any locking scheme has to plan for both online and offline. I like sync because of local performance and offline availability, but it really feels like it is best for non shared files. When you add multiple users into the mix, almost everything goes out the window, especially when and if they go offline.
Everything is best for non-shared files
SMB shines at "always online, always nearly local" files because it handles offline so poorly. It's a balance. To handle offline or very distant (e.g. high latency) networks well, you have to sacrifice locking.
