I've had this same issue in Fedora 29 workstation. I cant seem to remember it being an issue before the upgrade to 29. Although, it is a weird issue and my VMs are just used for testing so I cannot say for sure.
I have had them just show black screens and not wake up at least 20 different times where I had to do a hard reset. I wish I had more info, but these are just test boxes so I havent cared too much.

I think you are talking about KVM Virtualization, I think @G-I-Jones is talking about KVM as in keyboard / video / mouse extenders and switches.

Assuming you mean the old KVM (keyboard switch) not KVM the virtualization, that's not something I've used since 2003 or so, and even then it was on legacy 1990s gear. Always used built in OOB management since right around 2001.

This suggests that the issue is with the ConnectPro and not the computers. Can you patch the ConnectPro itself?

@scottalanmiller we don't use ConnectPro, we use Trendnet TK-214i's. I only mentioned ConnectPro because as I understand, they pretty much run the DDM game. Forget I asked though because after some product reviews, and a look at the price tags, it wasn't going to happen even in the worse case scenario.
I figured out that the CAC reader keyboards were present in every case so I've done away with those for the people affected most frequently by it. So far so good, but time will tell.

We constantly had issues with them switching between PCs. Our solution was mainly to give dual monitors and the KVM only switched keyboard and mouse. So we bought cheap tripplite ones.

I've never seen that problem and I've used plenty of KVMs.
Does it work the way it should without the KVM switch in between? Then I think your KVMs are probably sh*te.

Why can't sleep be disabled, and they just be set to lock after 5 minutes of inactivity?

The upside then, is, that you have someone to blame and say "this is how it works, this was their decision to have this issue." Wash hands, walk away.
