I have this problem with the Dlink DVX-8000 IPPBX

I am also using the angry IP scanner. No IP device found. The default IP mentioned in the DVX 8000 PDF is 192.168.100.100. So am trying this.

Yes. It is a brand new unit. Am using the same IP config in my laptop. Also I have tried another 2 laptops to confirm. The same prob am facing.
Send it back, these are terrible units that should never exist. It's not as good as the free system it is built on. I mean this 100%, rip it out and replace it. These should only exist where you've taken over an old install that already has it, and should immediately be preparing for replacement. No matter what it cost, that's sunk cost. Sell it, send it back, whatever.
While this is likely the best option, we can't assume everyone we encounter has the authority to make this decision.

That has to also be in your network range for the IP scanner to find it.

Use or make a cross over cable and plug directly into this machine from your laptop.

You need to set your laptop to use the same scope that this device is configured with.
What operating system is your laptop installed with, something in the Windows 10 family?

The laptop IP setting is same match for the 192.168.100.3

OK so open up a command prompt and attempt to ping the device at 192.168.100.100
If it doesn't respond either ICMP is disabled or it isn't using that address.

The device may not be working. These are not very reliable pieces of hardware.

You have both connected to the switch still, right? With cables that you know work otherwise?

Even I try to use Putty - ssl - to open the 192.168.100.100 - It is not going inside
-
Am trying the PBX directly with my laptop and trying with switch also
The same result -

If you can't ping it, PuTTY isn't going to work. No need to try that.

@sadiq open a command prompt and show us the result of running:
ipconfig /all
