We should be using something that makes sense... like a solar calendar... based on where the earth is in rotation to the Sun. What else could make more sense?

Current Stardate is 71583.1 based on http://trekguide.com/Stardates.htm. But I think we need to get our regional Star Trek expert in here @PenguinWrangler to make sure that is correct.

months should be 28 days because of the lunar cycle.
in a perfect scenario years are strictly based on orbiting the sun once and should be unrelated to months directly. but that gets confusing so something needs to account for the difference. -

A year is one complete rotation around the Sun. Months can be split up according to the effects that has on the Earth, such as seasons. Where the moon is doesn't make sense... it has no real effect on earth, maybe the oceans tides at best.
Each lunation is approximately 29 1⁄2 days (29 days, 12 hours, 44 minutes, 3 seconds, or 29.530588 days). Those really don't have anything at all to do with earth rotating around the Sun. So of course it won't go evenly into a "year".

Oh no, their factory is in the town next to where my wife grew up... Ilion, NY. I've walked past it from her parents house before. We have friends who have worked there. That could be a huge impact on an impoverished region.
