Uh, didn't know they have an english site. Anyway, a friend uses Contabo and they perform really well. Maybe not the cheapest around.

ARM cores can be packed in very densely compared to normal servers. So something like 40 of those 4 core servers in a 4u high rack. Compared to even blade systems, they pack a lot more into the same amount of space.

That's nothing. You can get many hundreds of cores PER U for really high end cores.

Not sure I see the issue here. The only Payment provider I'm not familiar with is Moneybookers. The others are legit AFAIK.

Paypall is fine. WU is.... expensive.
