Also check local colleges / technical colleges. They may have them available. (I found out that we have one available here).
Do they allow anyone to use them? or do you have to be a student/facility?

AFAIK it's open to the public. Like @Dashrender , though there's a small fee & you pay for the mats.

We have a makerspace in Carrolton too. Same setup and agreement.

Well, that makes £200 worthwhile then.
Use it for a while, then sell it to someone else.
