      @jrc ManageEngine would be my first suggestion. I trialed it a couple years ago and found it to be a decent solution. It was not worth the cost to my client that I researched it for, but it was a good solution.

        I agree with @JaredBusch and @scottalanmiller ManageEngine would be great for this.

That is annoyingly asinine. The only reason to suggest powershell that would be acceptable would be if you had solid workable scripts to offer or knew of one out there.

          Of which you assume I don't have one or several....

                  Yes, I have those, and have used them. They are ok, but i have found the bulk user tool is somewhat hit and miss, and very hard to use.

                    AD Tidy is what I have used from there, and it worked well enough. I was hoping to get a single tool that did all my requirements, but I guess I could use multiple tools. Looks like they do not have a bulk user importer though.

                        Netwrix has a lot of AD tools, some free, some paid. I haven't used them myself, but I've heard good things about them.
