Yes, even replacing the motherboard itself doesn't allow it to boot.
I wasn't talking about booting from the HD... I meant that it won't even let you boot from a recovery DVD or anything?
If not... then Yikes!
So on this thinking, after reading the UEFI info linked above, I wonder if removing the current storage solution and booting from USB or DVD etc as suggested by @dafyre would allow them to update the UEFI, then plug the original storage solution back in and try again?

Probably both. But only one of them chose hardware that would be at risk for this kind of thing.
