so you can't get into the OS at all? ouch no clue.
If you can get in as a non admin user, you can go through the power menu to boot to bios mode.
Not finding this, on the unit or via Google.

To enter Setup Utility:
Open the Charms Bar by pressing Windows Key-C or by swiping in from the right edge of your screen. Click on Settings. Click on Change PC Settings. Click on General. Scroll to the bottom and click on Advanced Startup, then Restart Now. Click on Troubleshoot. Click on Advanced Options.

Takes me back to the (non) Windows Desktop.
Even going to SETTINGS, does the same thing.

We can get into a non-admin domain account. But can't get into the Admin domain account.

Yes, it can talk to the DC - but whatever the issue,.. you can't sign on as an Admin. and the GPO pushing out the Admin ID isn't updating either.

The UserProfile Service is borked... Can only sign in as the user that had it. And even trying to open the User Accounts in Control Panel fails

Ooooh I hate the control panel crash issue. Don't remember how I fixed it when I had it arrive on my desk.
Can you open stuff as administrator?

You need to download it. It's not built into the system. https://technet.microsoft.com/en-us/sysinternals/pxexec.aspx
