I'm confused by the question. Why would that be a problem? Is there somewhere in America where that's a problem to do?
Without a car? Yes.
For example, when we went to Disney. We had no car. There was no way to go get beer.

For example, when we went to Disney. We had no car. There was no way to go get beer.
This is all a five minute walk from the Holiday Inn Downtown. There has to be a market somewhere in that zone. This is literally the downtown intersection of the third largest city in New York. Someone sells beer downtown.

This is just a few minutes farther on foot, only like three blocks. Cross the river and there is a beverage store.

Can we go to the bar any time to get a beer? How does that work exactly?

Well, I asked where I could get a six pack. In case I want a beer while brushing my teeth.
I generally like to have beer and bottled water in my hotel room. Most of the time I can get it, sometimes (like in my Disney example) I can't.
Though for Disney we had groceries delivered to the hotel right before we arrives. Including beer!

I can't be bothered researching water!
Plus, growing up in Trenton, the city water tasted like crap.
