          Sounds like a QB bug. Time to engage Intuit support.

                no QBhelp.exe running.

                Tried Rename the EntitlementDataStore.ecml file

                Tried reinstalling QuickBooks.

                I'll have to try the selective startup later.

                    Running as admin. I have been hesitant to call QuickBooks support since running on a terminal server is only support for Enterprise Edition and they have non for profit edition. Also if step one is to reboot the server, I can't do that right now. I guess I'll engage them and see where that goes.

                        Log in to the VM's console and try to run it from there?

                            @Mike-Davis Selective startup for the win. Not sure what was stopping it, but when I installed it before, it never got to the part of the install where it asked about running updates. This time when I ran the repair, it did that, and then when I launched it for the first time, it completed the initial config.
